What is an RCO?

In 2012 the City enacted a new Zoning Code that initiated a role for community organizations in several zoning and permit-related city processes. Community organizations that wish to participate can apply to the city to help cover the previously-designated boundaries of their organization. Accepted organizations are termed “Registered Community Organizations” (RCOs). RCOs have code-defined roles and responsibilities to help inform their communities of pending zoning appeals (and certain other processes). Each zoning appeal is assigned a coordinating RCO, which must host a community meeting and communicate community opinion regarding the appeal to the Zoning Board of Adjustment (ZBA). For such work, the RCOs must follow rules and procedures outlined in the Zoning Code and in Planning and Development regulations.
